The findings of six new audits were disclosed by the State Audit Office of Hungary this week, making the total number this year nine. The SAO closed the audit of the parties Momentum Mozgalom (Momentum Movement) and Párbeszéd Magyarországért Párt (Dialogue for Hungary), and closed the follow-up audit of Gacsály and Biri, and the audits of József Károlyi Foundation, and the Bilingual Bulgarian Minority Kindergarten. A public interest information article was published on the audit of parties and campaign funds. The State Audit Office and the Econventio Roundtable Nonprofit Association had their eighth joint conference. More than 30 new articles were made available on the News Portal in week 3.
New reports: The SAO concluded six audits
On Tuesday, the State Audit Office completed the follow-up audit of the local government of the village of Gacsály and the local government of the village of Biri. Regularity improved in Gacsály, but its compliant operation was not ensured, and, due to the lack of measures concerning the regularity of property management, the responsible management of public funds was not ensured. In Biri, the lack of an inventory substantiating the report means that the responsible, accountable and compliant management of public funds is still at risk.
On Wednesday, the SAO closed the audit of the parties Momentum Mozgalom and Párbeszéd Magyarországért Párt. In the case of Momentum Mozgalom, the use of budget support to nominating organisations was not compliant, transparent and accountable. The party Párbeszéd Magyarországért Párt did not ensure transparency and accountability with regard to compliance with the limitations on campaign expenditures and the financing bans that ensure the fairness of the elections. In this matter, the SAO published a public interest information article on the audit of parties and campaign funds.
Also on Wednesday, the SAO completed the audit of the financial management of the József Károlyi Foundation, and established that even though budget support in the 2014-2016 period was recorded properly, the internal regulation of the financial management of the foundation was not compliant with legal regulations.
On Friday, the SAO completed the audit of the financial management of the Bilingual Bulgarian Minority Kindergarten, and found that while the proprietor exercised its rights over the kindergarten properly, the financial and property management activities of the institution were not compliant with legal regulations.
Conference: Focussing on raising awareness on public finances
The State Audit Office and the Econventio Roundtable Nonprofit Association had their eighth joint conference, with a focus on building financial awareness in the general public. László Domokos, President of the SAO gave a lecture about the role the values shared by the SAO and the Association play in raising awareness on public finances. Ákos Sápi, chairman of the Econventio Roundtable Nonprofit Association presented the association's work in 2018 and its future plans in his presentation entitled "On public funds – with common sense". Árpád Kárpáti, director for flagship programmes at the National Institute for Culture talked about their cooperation with the SAO and Econventio.
Measures to protect assets will be lifted at another university
The University of Dunaújváros demonstrated to the SAO that it had taken measures to restore the lawful operation of student unions. As a result, measures to protect assets at the University of Dunaújváros are devoid of purpose. The SAO informed the higher education institution concerned and the Hungarian State Treasury.

In addition to the topics of the Weekly Newscast, the articles provide up-to-date information on the various stages of newly launched and ongoing audits and on the utilisation of audit work.
