The SAO knowledge-sharing projects at international level

Hungary supports again the development initiative of the International Organisation of Supreme Audit Institutions (INTOSAI IDI) in a new field: from 2016, the State Audit Office of Hungary (SAO) contributes to the international fight against corruption and to the dissemination of the integrity-based organisational culture, from 2018, Hungary financially and professionally supports the international Capacity Development Programme on “SAI Young Leaders”. Both contributions are based on the SAO’s professional initiative, are funded by the SAO’s budgetary savings and are professionally supported also by the institution. The official signing ceremony of the donorship agreement respecting the training of SAI young leaders is to be held on the 4th of September 2018.

In 2013, the National Assembly entrusted the State Audit Office of Hungary with taking part in the activities of the INTOSAI IDI and with providing professional support as a donor institution with special regard to the Hungary’s external relations strategy. According to this, the SAO of Hungary is an active member of the international community of SAIs and it continuously shares and utilizes the acquired best practices.



To reach this aim, on 5-9th March 2018, the SAO organised its fifth Integrity Seminar on international fight against corruption. At first place, the Seminar is organized for the developing countries. The aim of the programme, organized every year since 2014, is the dissemination of the integrity-based organizational culture and the development of the transparent state operation, through the sharing of national and international practices.


On the 22nd of February 2015, the Government of Hungary – based on the initiative of the SAO – signed a donorship agreement with the INTOSAI IDI, in order to support the global fight against corruption. With the grant equalling the operational savings of SAO in 2014 and amounting to nearly USD 460 thousand Hungary has advanced to a significant supporter of the anti-corruption programmes of IDI and thus it contributes to the development of an integrity-based and transparent state operation in 75 countries of the world.


On the 5th of March 2018, at the opening conference of the Integrity Seminar, László Domokos, the President of the SAO, announced that the SAO of Hungary initiated the offering of its 2016 budgetary savings, – approximately 110 thousand Dollars – this time to the IDI’s Capacity Development Programme on “SAI Young Leaders”.



This offering is also based on the resolution of the National Assembly. In 2015, The National Assembly entrusted the SAO of Hungary with the widening of its consultative activities so that to the support of ethical leadership training for public service leaders. Accordingly, on the 1st of February 2016, the SAO of Hungary in cooperation with the University of Miskolc, established the Department of Public Service Management. The aim of the training programme, started in 2016 September, is the scientific establishment of the ethical leadership training for public service leaders and is set up especially for the public sector leaders, it is destined for supporting their work. The offering raises the development initiative of the SAO to an international level.


Since the announcement of the new Hungarian offering, the framing of the professional cooperation took place, it had been covered by contract and the Government of Hungary decided upon the rearrangement of the SAO’s budgetary savings. In this manner, from the 4th of September 2018, Hungary officially became the financial donor of the IDI “SAI Young Leaders” programme. With the coordination of the professional realization of the cooperation, the SAO of Hungary is engaged actively.
