Report on local government-owned companies under review

The State Audit Office of Hungary forwarded its draft reports on the audits of Ercsi Járóbeteg-szakellátó Egészségügyi Központ Közhasznú Nonprofit Kft., Ócsa Városüzemeltetési Nonprofit Kft. and Sárvíz Kistérségi Járóbeteg Szakellátó és Egészségügyi Szolgáltató Közhasznú Nonprofit Kft. for comments to be made by the heads of the audited entities and the mayors of the owner local governments, who may comment on the audit findings within 15 days of receipt.

As part of the audit of the financial management of companies that are in the majority ownership of the local governments, the State Audit Office of Hungary (SAO) audited Ercsi Járóbeteg-szakellátó Egészségügyi Központ Közhasznú Nonprofit Kft., Ócsa Városüzemeltetési Nonprofit Kft. and Sárvíz Kistérségi Járóbeteg Szakellátó és Egészségügyi Szolgáltató Közhasznú Nonprofit Kft. for the period between 2013 and 2016. Among other things, the audit focused on the regularity of the exercise of proprietary rights by the local government and the financial management of the business organisations, on the accounting of the companies’ revenues and expenditures and on the regularity of cost accounting and pricing.

 

Ercsi Járóbeteg-szakellátó Egészségügyi Központ Közhasznú Nonprofit Kft. was founded by the local governments of Ercsi, Ráckeresztúr, Baracska and Kajászó. The company’s legal status is a public benefit company, and its public service was to provide specialised outpatient care for the population of the administrative area of member local governments.

 

In the framework of public task performance, Ócsa Városüzemeltetési Nonprofit Kft. carried out tasks related to green area management, the maintenance and cleaning of local government institutions, provided catering for schools, kindergartens, nurseries as well as social catering, and the operation of the health centre. At the same time, the company also dealt with the guarding-protection of the residential park, which tasks were discontinued in 2014.The operation of the kitchens was not carried out after 1 August 2016.

 

Sárvíz Kistérségi Járóbeteg Szakellátó és Egészségügyi Szolgáltató Közhasznú Nonprofit Kft. was founded on 9 July 2009 by eight local governments. The majority owner of the company was the Local Government of Aba. The company’s legal status is a public benefit company, and its core activity was providing specialised outpatient care.

 

According to the SAO Act, the auditees may exercise their right to comment within 15 days of receiving the draft report. The SAO evaluates the comments made on the draft report and utilises these for the compilation of the final SAO report.
